17px;'>“嗡嗡——”，4月10日上午，一架搭载高清摄像头的无人机缓缓升空，在青年路沔阳学府园小区上空盘旋巡查。操控屏幕上实时回传的画面，清晰呈现出一处疑似违建构筑物的整体轮廓与现场搭建情况。市城市管理执法局无人机专班工作人员紧盯操控屏幕，精准锁定违建点位、完整采集现场影像资料，并第一时间将相关信息同步上传至市城市管理监督指挥中心，为后续现场核查、依法处置工作提供了精准的数据支撑。这一幕，正是该局巧用无人机、破解违建巡查监管难点痛点的生动缩影。</span></span></p><p><span leaf=""><span textstyle='' style='font-size: 17px;'>“以往排查违法建设，基本全靠队员步行巡查、肉眼排查，一天奔波下来跑遍管辖片区，不仅体力消耗大、工作效率低，还常常存在监管盲区，不少隐蔽违建难以被及时发现。”谈及传统巡查模式的短板，无人机专班负责人左刚深有感触。他向记者介绍，过去违建巡查主要依靠人工实地巡查与群众投诉举报两种途径，均存在明显局限：人工巡查受观测视角、地形环境、人力配置等因素制约，难以实现全域覆盖、无死角巡查；群众举报则具有滞后性、偶然性，大多是违建建成后才被反映，不仅错失早期管控时机，也增加了后续整治拆除的工作成本与治理难度。</span></span></p><section 17px;'>痛点就是发力点，难题就是突破口。为破解传统巡查的诸多局限，提升城市治理效能，市城市管理执法局主动探索“科技+执法”新模式，组建无人机专班，配备专业设备与持证“飞手”，将无人机正式纳入常态化巡查序列，让“空中鹰眼”翱翔在城区上空，构建起“空中看、地面查、精准管”的立体化监管体系，彻底改变了以往“人海战术”的巡查格局。</span></span></p><p><span leaf=""><span textstyle='' style='font-size: 17px;'>“无人机最大的优势，就是视野广、无死角、效率高，能轻松突破人工巡查的局限。”左刚介绍，专班配备的无人机搭载高清摄像设备，可实现多角度、全方位扫描，无论是高层楼顶的隐蔽违建，还是小区角落的乱堆乱放，都能被清晰捕捉，真正做到“露头就打、伸手就抓”。</span></span></p><p><span leaf=""><span textstyle='' style='font-size: 17px;'>在巡查机制上，无人机专班建立了“全覆盖+重点盯防”的常态化巡查模式，实现重点区域与全域覆盖的有机平衡。左刚告诉记者，专班每天都会对城区进行针对性全覆盖巡查，同时结合城市治理重点，将集发区、居民投诉集中区域列为重点巡查对象，实行每日重点巡查，确保问题早发现、早制止、早处置。“对于集发区，我们重点关注企业违规搭建、渣土乱堆等问题；对于市民投诉多的小区，我们加大巡查频次，精准排查违建、乱拉乱接等隐患，切实回应群众诉求。”</span></span></p><p><span leaf=""><span textstyle='' style='font-size: 17px;'>除日常巡查外，无人机专班还建立“回头看”机制，对已发现的问题点位进行动态跟踪，严防问题反弹回潮。“‘回头看’没有固定规律，我们会根据问题整改情况，结合实际需求，采取针对性与随机性相结合的方式，对整改点位进行复飞核查，确保整改到位、不留隐患。”左刚表示。</span></span></p><p><span leaf=""><span textstyle=''
